The University Student Commission on Elections (USCOMELEC) released the official guidelines for the conduct of the University Collegiate Student Council and Department Student Council Elections for the Academic Year 2024-2025. The stated guidelines were as follows:

1. There should be a set of University COMELEC Members to be appointed by the University President who will facilitate the election activities.

2. That each candidate must file for a Certificate of Candidacy (COC) [refer to UCSC Election Code, Article 5, Sec. 1: Eligibility of Candidates].

3. Each running political party should be composed of a president, a vice president, a secretary, a treasurer, an auditor, and representative(s).

4. Upon approval of MSEUF Form no. 1 (Screening of Political Party), each political party can start with their campaign.

5. Upon approval of MSEUF Form no. 4 (Screening of Qualified Candidates), each candidate can start with their campaign.

6. The campaign materials and propaganda will be displayed within the University premises following Article VI, section II of the University Collegiate Student Council Election Code. Online posters will be streamed through Facebook and other social media platforms during the campaign period once their Certificate of Candidacy (COC) is approved.

7. The election will be done via the MSEUF Student Portal with the assistance of IT personnel. The portal can be accessed using desktops, laptops, and mobile devices—which can only be opened by a student of this University.

8. The student political party candidates [and advisers] will convene with the coordination of the COMELEC Members in preparation for the election activities.

9. The USCOMELEC will be responsible for the election activities such as the campaign period, facilitation and management of the election, and the oath-taking.

Meanwhile, the USCOMELEC also announced the requirements for registration and accreditation of political parties, the requirements for filing the certificate of candidacies, and the qualifications of candidates, available at the Office of Student Affairs and Services (OSAS) Conference Room 6.
